Sawin Millett, Chair, called the meeting to order at 9:15 a.m. Members attending were: H. Sawin Millett, Chair; Ryan Low, Co-Chair; Representative John Martin, Joe Bruno, David Winslow, Senator Richard Rosen, David Flanagan, Senator Dawn Hill, Sue Charron, and George Kerr. Absent: Representative Dennis Keschl and Phil Harriman. Also, attending were: Dawna Lopatosky and Kay Booker. Minutes of the Meeting: It was the unanimous decision of the Task Force to accept the Minutes of Meeting dated October 28, 2011, once minor corrections were made (see revised copy attached). Discussion of Agency Proposals: Department of Health & Human Services: Mary Mayhew, Commissioner; Dale Denno, Director of CCD; Shannon Courtois, Program Fiscal Coordinator; Elizabeth Gattine, Office of Elder Services; Dr. Kevin Flanigan, Medical Director; Therese Cahill-Low, Acting Director, Office of Child and Family Services; and Jane Orbeton, Office of Policy and Legal Analysis (OPLA). Commissioner Mayhew presented a hand-out to the Task Force Committee that provided additional information on Health & Human Services initiatives that were discussed at previously held meetings. After due discussion, the following action was taken: The Streamlining Task Force voted unanimously to accept the following initiative by moving system-related expenditures from FY13 to FY12:  Additional Note: HHS0016 $2 Transaction Fee FY12 appropriation = $11,856 There are no State or Federal laws prohibiting collection of this fee. fb88 has never required employers to withhold this fee because the system has lacked the fee handling component necessary to properly collect the fee, report and distribute the collections. The Streamlining Task Force voted unanimously to accept the following initiatives:   Additional Note: HHS0019 $25 Custodial Fee The Deficit Reduction Act of 2005 required that programs implement a $25 annual fee for never assistance cases in which $500 is collected during the federal fiscal year. There is no provision in the law allowing a State to collect less than $25. HHS0022 Suboxone FY13 Savings = $787,313 Once members hit the 2-year limit on Suboxone, they would transition to Methadone, which is less expensive and more difficult to abuse. In order to implement a 2 year limit retroactively, a 30 day notice would need to be provided to the members. It was also noted that this limit does not apply to members who pay with cash. A provision will be added to allow treatment to continue beyond the 2-year limit if it is deemed to be medically necessary. The Streamlining Task Force voted 7-3 (Rep. Martin, Sen. Hill & Mr. Kerr opposed) to accept the following proposal by reducing the original amount of $354,419 by 50%.  Additional Note: HHS0020 Long-Term Care FY13 Savings = $177,210 The eligibility provision would be improved with the integration resulting from the implementation of recent legislation. The reduction would be split evenly between Home & Community Based (HCBD) providers and Independent Services and Supports (ISS) providers. By improving the eligibility provision, it is estimated that approximately 134 consumers would lose service if the improved integration resulted in no improvement. The Streamlining Task Force voted unanimously to accept the following proposal provided there is some flexibility to ensure clients receive the same quality of service that is now being provided.  Additional Notes: HHS0021 Independent Housing with Services FY13 Savings = $125,000 & Affordable Assisted Living At the time the proposal was submitted, the assumed reduction to the Elder Care Network contract would be $50,000 but the Department would like to have the flexibility to look across the entire $2.7 million budget for this program to achieve the $125,000 in savings. The Streamlining Task Force voted unanimously to accept the following proposal by reducing the original amount by $2 million:  Additional Notes: HHS0025 WrapAround fb88 Program FY13 Savings = $2,186,686 WrapAround fb88 is a statewide, multi-site initiative that supports an integrated planning approach for youth with complex needs. Each Wraparound fb88 site serves multi-agency involved children and youth, ages 5-18, with serious emotional or behavioral disturbance who are either in intensive temporary residential treatment, a juvenile correctional facility or at imminent risk of such placement. Currently, WrapAround fb88 serves up to 280 families at any given time. Access to flexible funds is another piece of WrapAround fb88. While much of these services and supports will continue to be provided, there will still be a relatively smaller number of children with the most complex needs that will be negatively affected by the loss of funds in WrapAround fb88. The Streamlining Task Force voted unanimously to table the following proposal pending further information:  At this point, Dawna Lopatosky, State Budget Officer, informed the Streamlining Task Force that the amount of proposed spending reductions $21.9 million. Recessed at 12:15 p.m.; reconvened at 1:00 p.m. (Senator Hill absent) Commissioner Millett gave a brief update on the amount of savings so far. The correct amount is $21.9 million in spending reductions and $394,688 in additional General Fund undedicated revenue. No action was taken at this time. Ms. Lopatosky informed the Streamlining Task Force that the proposed spending reductions for todays meeting totaled $25,133,233. Commissioner Millett commended the Streamlining Task Force and Ms. Lopatosky for a job well done.
