TransCanada fb88 Wind Development - Rulemaking

On July 1, 2009, TransCanada fb88 Wind Development, Inc. submitted a rule-making petition to the Land Use Planning Commission to add a specific parcel of land to the wind power expedited permitting area for the purpose of constructing a wind energy development in Chain of Ponds Twp and Kibby Twp. in Franklin County. On November 9, 2009, TransCanada revised the location of the development, but retained the request to expand the expedited permitting area as proposed. The requested expansion of the expedited permitting area would have the effect of changing the review criteria and process for future wind power development proposals in the expansion area. At the Commission's August 5, 2009 regular business meeting, the Commission voted to proceed with rule-making, and on September 2nd, and November 4, 2009 the process and the dates of the public comment period and public hearing were discussed.
The Notice of Agency Rule-making containing the public comment period, hearing dates, and other specifics for this project was published by the Secretary of State's office on November 25, 2009, and is available by following the link below. Written comments on the petition and associated subjects as described in the Notice may be submitted by US Postal Service Mail to "LURC, 22 State House Station, Augusta, ME 04333-0022" or by email to lupc@maine.gov for consideration by the Commission. The Notice has also been posted on the Secretary of State's website for rulemaking and on LUPC's website.
