Notice of fb88Care Reimbursement Methodology Change

NATURE OF PROPOSED CHANGES: The Department eliminates the requirement to rebase nursing facility costs by July 1, 2024. Facilities will receive an inflationary adjustment to reimbursement rates as well as the issuance of one-time payments, mandated by P.L. 2023, ch. 643, Part UU. Both the inflationary adjustment and one-time supplemental are already authorized by CMS. This elimination of the rebasing and issuance of a supplemental payment is occurring to aid in the transition to a new reimbursement system for Nursing Facilities being planned for January 2025, and to provide support for the continued challenges relating to the workforce shortage borne out of the extraordinary circumstances of the pandemic.
REASON FOR PROPOSED CHANGES: Changes are pursuant to MRS Title 22 § 3173-J and fb88 P.L. 2023, ch. 643, Part UU.
ESTIMATE OF ANY EXPECTED INCREASE OR DECREASE IN ANNUAL AGGREGATE EXPENDITURES: The Department anticipates that this change will be cost neutral in federal fiscal year 2024.

The Department will hold a hearing for the proposed rulemaking and will be publishing a notice which includes information on the hearing date and location.
