Language changes in wording from may to shall and added or informational to types of copies that are issued. This bill also removed the word therfor. These are technical changes only. Section 5. Records Disclosed has the following changes: Language was added to clarify the types of copies issued e.g. certified and noncertified copies of vital records will be issued so long as the requestor meets the requirements for requesting a record. Additional language was added to distinguish who may request a copy of a record to include grandparent, sibling, step parent, step child, aunt, uncle, niece, nephew, mother-in-law, father-in-law and personal representative. Section 7 Public Records changes in this section apply to when particular records will be considered an open record where others may request and obtain copies of records. These changes are: Births 75 years closed then open on 76th year after year of event. Marriages 50 years closed then open on the 51st year after year of event Deaths 25 years closed then open on the 26th year after year of event Registered Domestic Partnerships 50 years closed open on the 51st year of the event Open records does not mean these records are public records as described in the Freedom of Information Access laws. The records are open, but that does not allow for hands on review by anyone in the public. These records contain confidential information that remains confidential as specified by law, Title 22 2706 sub 4; even if the legal records become public e.g. book entries of adoptions, legitimations and legal name changes that cannot be disclosed to anyone. Public records do not require identification to request or documents to support lineage anyone may request a public record by completing the application and paying the fee for issuance of a certified or non-certified record. Section 7 also has additional language that clearly states that records prior to 1892 are regulated by the municipalities and copies of these records are either a noncertified copy or issued on municipal letterhead for an official issuance of the record.
