TOU Offer Service is an optional program for CMP residential and small non-residential customers, which was offered for the first time beginning in March of 2013. The winning TOU Offer Service supplier will serve 100% of the TOU Offer Service load, including customers that are already receiving the service as well as new customers that enroll during the term. Price Structure: Bidders should provide prices for each peak/off-peak period for each month in the term and indicate whether the bidder intends to use peak/off-peak periods that align with the ISO-NE on-peak/off-peak periods or periods that align with CMPs billing periods. For bids that align with CMPs billing period, the on-peak period will coincide with CMPs delivery service on-peak and shoulder hours, and the off-peak with CMPs delivery service off-peak hours. Billing; Payment; Uncollectibles; Customer Enrollment: Billing and payment will be handled in the same manner as the regular standard offer, using similar customer billing and supplier payment processes, including the same uncollectible adder. CMP will be the point of contact for customers seeking information about or wishing to enroll in TOU Offer Service, and will screen customers for eligibility, including performing a credit check. Upon determining that a customer or group of customers will be enrolled in TOU Offer Service, CMP will send account information to the TOU Offer supplier, and the supplier will perform the standard EDI transaction(s) to enroll the customer(s). CMP will also provide daily billing and payment information for TOU Offer Service customers to the supplier, with which the supplier will track customer payment arrearages and drop customers from the TOU Offer Service for non-payment. Details: Availability: Available to all eligible residential and small commercial customers. Prices: Prices to be set by the winning suppliers bid for each On-Peak and Off-Peak period for each month in the term. TOU period definition: Peak/off-peak periods must align either with the ISO-NE on-peak/off-peak periods or with CMPs billing periods. CMPs billing periods are as follows: OnPeak Monday Friday, excluding CMP defined holidays: 7:00 a.m. to 8:00 p.m.  OffPeak Monday Friday, excluding CMP defined holidays: 8:00 p.m. to 7:00 a.m. Saturdays, Sundays and CMP-defined holidays: All hours Term of Service: Customer meter read date on or after March 1, 2015 Customer meter read dates in either January, 2016 or March 2016, depending on the term chosen by the Commission (please see the RFP for more information on the term of service). Billing, metering, and collections CMP to be responsible for billing, metering and collections in the same manner as Standard Offer Service. Customers will be dropped from TOU Offer Service for non-payment. Contingent Bids TOU Offer Service bids may be SO linked (contingent on bidder winning flat-rate SO Service or independent (for TOU Offer service only). Independent TOU Offer service bids may not be contingent on acceptance of Chapter 307 Auction bid. EDI CMP will receive customer contacts and screen customers for eligibility. CMP will send account information and meter read cycle to the TOU Offer supplier, and the supplier will perform the standard EDI transaction(s) to enroll the customer(s). Customer Enrollment Customers that are currently receiving TOU Offer Service will be enrolled for the new term effective on the customers March 2015 meter read date, and new customers may enroll throughout the term. Customers may drop from TOU Offer Service, but if a customer drops during the term, that customer may not re-enroll until the next standard offer service period, beginning either January 1, 2016or March 1, 2016, depending on the term chosen by the Commission (please see the RFP for more information on the term of service). Enrolled customers who have a change in service location or who are seasonal customers are not considered to have dropped and may continue to be served under the TOU Offer service upon reconnection.
