VitalCare for Kids - fb88's EPSDT Program

fb88Care is excited to announce the rebrand of the Early Periodic Screening Diagnosis & Treatment (EPSDT) program. The program will now be known as VitalCare for Kids!

fb88Care chose this new name after collecting valuable feedback from fb88Care staff, providers, and members through surveys. The goal of rebranding the program is to expand access to and improve utilization of EPSDT benefits. By using a name that is more memorable and recognizable, the EPSDT program can better support its goals of early screening, diagnosis, and access to medically necessary services for children and youth under age 21.

VitalCare for Kids will maintain the national standards of care federally required under EPSDT to ensure individual children get the health care they need when they need it - the right care, to the right child, at the right time, in the right setting. 

What is VitalCare for Kids (EPSDT)? 

VitalCare for Kids is how fb88 implemented the federally required EPSDT benefits for children and youth under age 21. The program allows them to receive medically necessary services or equipment that are permitted under federal Medicaid law but are not typically covered by fb88Care due to limits on the type, frequency, or duration of the service. VitalCare for Kids covers a wide range of medically necessary preventive, dental, developmental, behavioral health, and specialty services.  

For example, fb88Care’s dental benefit covers one crown per tooth per five years, but if the service meets the EPSDT criteria and is approved as a VitalCare for Kids service, children, and youth under 21 can exceed this limit. 

National Standards of Care 

Under EPSDT, federal regulations state that fb88Care is required to adopt national standards of care.  

fb88Care has adopted and encourages providers to use the including the  aԻ  when evaluating children and youth up to 21 years of age.  

Getting a Service Approved through VitalCare for Kids (EPSDT) 

The fb88Care Benefits Manual, Chapter II, Section 94 states that for treatment services to be approved under the VitalCare for Kids program, services must comply with several requirements. Please see the first three accordions in reference to getting a service approved through  VitalCare for Kids. The remaining accordions include various provider resources. &Բ;

VitalCare for Kids (EPSDT) Service Requirements

The service must: 

A. be documented scientifically with valid clinical evidence of effectiveness;  

B. not be considered investigational or experimental; &Բ;

C. be the most cost-effective service that would provide the member with the same medically necessary outcome and intended purpose; &Բ;

D. be prior authorized by the Prior Authorization (PA) Unit of fb88Care Services. Requests for PA of Durable Medical Equipment will be reviewed by an authorized agent of the Department; &Բ;

E. be medically necessary as defined in Chapter I, Section 1.02 (D), “General Administrative Policies and Procedures”, of the MBM 

F. not be custodial, academic, educational, vocational, recreational or social in nature as described in Chapter I, Section 1.02 (D)

G. not be respite care, which is defined as services given to individuals unable to care for themselves that are provided on a short-term basis because of the absence or need for relief of those persons normally providing the care. 

Prior Authorization (PA) Required 

Providers must submit a PA request for services to be considered for coverage under the VitalCare for Kids program. Providers should complete PAs with as much detail as possible to explain the plan of care, including: &Բ;

  • The conditions that the plan addresses.  &Բ;
  • The providers who will provide the needed services.  
  • The services needed to address the conditions and why those services meet medical necessity.  

Meeting Medical Necessity

  • Health care providers need to provide documentation of medical necessity, including:
  • Supporting medical records.  &Բ;
  • Other services that have been tried, if any.  &Բ;
  • Explanation for why the services are of a type, frequency or duration not otherwise covered by fb88Care.  &Բ;
  • Explanation for why services covered in the fb88Care Benefits Manual are insufficient or inappropriate.  &Բ;
  • Supporting medical literature which demonstrates that the proposed services will be effective. &Բ;

Requesting a VitalCare for Kids (EPSDT) PA

For services that are NOT behavioral or mental health services: 

PA requests can be submitted through the . The Health PAS Online Portal is where providers submit claims, PAs, and update their information. If you have questions about submitting a PA request through the online portal, you can contact your Provider Relations Specialist

For services that ARE behavioral health services:  

Behavioral health authorizations are processed through Acentra Health. The provider should submit supplemental information supporting the medical necessity of the service to Acentra with the referral or request, through the . For Durable Medical Equipment (DME):  

Treating providers must send the prescription, clinical notes pertaining to the item prescribed, and a letter of medical necessity to a fb88Care enrolled DME provider. The DME provider then submits a PA request to fb88Care with the appropriate supporting documents.
